this picture reminds me very much of the current Dubai Marina - i was there in March, they also have the chinese style boats like floating restaurants up and down and the surrounding buildings are similar (apart from the iconic Eiffel Tower) so your futuristic vision back in 2014 actually came true ......only in a different place lol - look it up on google images....amazing place!
